Guide Book Procedure:
1. Register at Window 6 (5 minutes) – For Makati residents, this is located at 3rd floor of the city hall. You will be given a slip to fill-out.
2. Pay at Window B – Miscellaneous and Taxes Division (20 minutes) – For non-busy days, this would only take a few minutes. You will be paying PhP 100.00 for the Pre-Marriage Counseling Seminar.
3. Attend Pre-Marriage Counseling at the Makati Social Welfare, Department, 5th Flr., new Makati City Hall, (3 hours) Civil, Registry Info-dissemination (30 minutes) – The discussion here would focus on responsible parenthood, emphasis on respect and harmony between couples and tips on how to discipline children and managing one another’s differences. Surprisingly, we found the session interesting and enlightening. After the seminar you will be given the Pre-Marriage Counseling Certificate. Do not forget to photocopy your certificate after the Family Planning seminar.
4. Attend Family Planning, Seminar at the Health Department, 7th Flr., new Makati City Hall. (3 hours) – The contents of the discussion are similar to the Population Education classes we have in high school. But it is not to be taken for granted also because it will surprise you that there are things that you still don’t know about family planning. They will also distribute the Marriage License Application Form and discuss on how to fill-out the necessary information.
5. Fill-out application forms for Marriage License (1 hour) – This is where your black ballpens will be considerably needed. Avoid erasures in as much as possible.
6. Pay at Window B – Miscellaneous and Taxes Division (20 minutes) – You will pay PhP 130.00 for the application form and filing fee. But this can be accomplished in a few minutes for non-busy days.
7. Review, Interview and Administration of Oath by the City Civil Registrar – This is where the oath would take place. Usually you would raise your hand to swear that all the information given in the marriage license is correct.
8. Typing of notice, registration on registry book (1 hour)

✳ What time should we go in the City Hall if we wish to finish the filing in one day?
➖As advised by the Civil Service Registrar during our inquiry, you need to go to the city hall in as early as 7:00 AM to secure the payment for the Pre-Marriage Counseling. The counseling is scheduled during Tuesdays, Wednesdays and Thursdays at 8 AM.
